NOTICE INVITING BIDS
HVAC EQUIPMENT REPLACEMENT PROJECT
April 1, 2021
 
Notice is hereby given that the Governing Board (“Board”) of Granada Hills Charter (“GHC”) is inviting qualified contractors to submit a written Bid for the following project: HVAC Equipment Replacement Project – No. 20‐03(“Project”).
 
Project Location: Granada Hills Charter High School, 10535 Zelzah Avenue, Granada Hills, CA 91344

Contractor License: GHC requires that each Bidder possess the following contractor’s license(s) at the time the Bid is submitted, and such license(s) must remain active and in good standing at the time of the Bid opening and throughout the Project’s term: B, C20
Contractor Prequalification: All contractors and subcontractors must prequalify with GHC to bid on the Project.

Submission Requirements: Pursuant to requirements outlined in the Project Manual, Contractors must submit an original, fully completed and sealed Bid and Prequalification Questionnaire(s) to GHC at the time/date/location listed below, at or after which time GHC will open and publicly read aloud the Bids (“Bid Submission Deadline”):

BID SUBMISSION DEADLINE: No later than 1:00 p.m. on May 4, 2021
 
Pre‐Bid Job Walk/Information Requests: All interested bidders must attend a mandatory pre‐bid job walk scheduled for 12:00 p.m. on April 16, 2021 (meet at the front desk in the Administration Building at the Project Location). Bidders shall direct all requests for information to Mike Panman, Facilities and Safety Manger, via email at mpanman@ghctk12.com, with the subject line “Project No. 20‐03: Request for Information”. GHC must receive all requests for pre‐bid information no later than 9:00 a.m. on April 23, 2021.
 
All Bids shall be on the form provided by GHC. Each Bid must conform and be responsive to all pertinent Project Documents, including, but not limited to, the Information for Bidders. As security for its Bid, each Bidder shall provide with its Bid Form either a (1) Bid Bond issued by an admitted surety insurer on the form provided by GHC, or (2) cashier's check or a certified check, drawn to the order of GHC, in the amount of ten percent (10%) of the total Bid price. This Bid security shall be a guarantee that the Bidder shall, within the period required in the Project Manual Documents, enter into the contract to perform the Project.

Public Works: This is a Public Works Project. To bid on this Project, the Bidder is required to be registered as a public works contractor with the Department of Industrial Relations (DIR) pursuant to the Labor Code. The Bidder’s registration must remain active throughout the term of the contract. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if awarded the Project contract.
 
The contractor and all subcontractors under the contractor shall pay all workers on all work performed pursuant to this contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the DIR, State of California, for the type of work performed and the locality in which the work is to be performed, pursuant to Sections 1770 et seq. of the California Labor Code. Prevailing wage rates are also available on the Internet at: http://www.dir.ca.gov.
 
This project is subject to labor compliance monitoring and enforcement by the DIR pursuant to Labor Code Section 1771.4 and subject to the requirements of Title 8 of the California Code of Regulations. The contractor and all subcontractors under the contractor shall furnish electronic certified payroll records directly to the Labor Commissioner weekly or within ten (10) days of any request by GHC or the Labor Commissioner. The successful
Bidder shall comply with all requirements of Division 2, Part 7, Chapter 1, Articles 1‐5 of the Labor Code.
 
Substitutions: Any product substitution must be submitted ten (10) days prior to Bid Submission Deadline.

Pursuant to Public Contract Code Section 22300, the Agreement will contain provisions permitting the successful Bidder to substitute securities for any monies withheld by GHC to ensure performance under the Agreement or permitting payment of retentions earned directly into escrow.
 
Contract Award: GHC will award the contract based on the lowest responsive prequalified Bidder based on the base Bid amount only.
 
GHC reserves the right to reject any or all Bids and/or waive any irregularities or informalities in any Bid received or in the bidding process. No Bidder may withdraw its Bid between the Bid Submission Deadline and the ninetieth (90th) calendar day thereafter, inclusive, and all Bids shall be effective throughout that entire ninety (90) day period.
